A former federal prosecutor and executive at one of the world’s largest telecommunications companies, Pat is widely respected for his ability to navigate the most complex legal and compliance challenges with clarity, composure, and strategy.

Before joining the private sector, Pat built a formidable public service record that includes key positions within the U.S. Department of Justice, the U.S. House of Representatives, and the Central Intelligence Agency. As a federal prosecutor in the U.S. Attorney’s Office for the Northern District of Illinois (Chicago), he handled a range of sensitive criminal matters, developing the litigation skills and prosecutorial judgment that remain foundational to his white-collar defense work today.

Pat also served as Staff Director and Chief Counsel to the House Permanent Select Committee on Intelligence (HPSCI) - one of Congress’s most active and high-profile investigative bodies – where he directed oversight inquiries into national security, terrorism, counterintelligence, and intelligence collection activities of the U.S. Government; and led all legislative initiatives for the HPSCI. In Congress, Pat also served on the respected and influential House Judiciary and International Relations Committees, drafting and managing passage of legislation and conducting oversight investigations of national significance.

In addition to his Congressional service, Pat again served at DOJ as Associate Deputy Attorney General with responsibility for national security, intelligence operations, counterterrorism, and counterintelligence legal policy, representing the Department in senior-level executive branch interagency matters and investigations. Finally, Pat completed his federal service as the Chief of Staff to the CIA Director, supporting the Director on the day-to-day management of the Agency and operating as the Director’s most senior advisor on all CIA issues, homeland and national security concerns, and the Director’s trusted counsel for interagency discussions relating to intelligence and legal matters. Throughout his career in government, Pat gained firsthand experience and keen insights into national security, enforcement strategy, and interagency dynamics that now inform his practice representing clients before those same institutions.

Pat spent nearly two decades at Verizon, most recently serving as Associate General Counsel for Litigation. During his tenure with Verizon, he handled matters at the intersection of compliance, risk management, and operational assurance for one of the nation’s preeminent technology and telecommunications companies. He worked across several high-impact verticals, including federal and commercial contracting, regulatory compliance, marketing and corporate communications, sales distribution, antitrust and competition law, labor and employment issues, governmental and internal investigations, and transactional negotiations. He advised C-suite leaders on strategic risk and operational imperatives, negotiated high-stakes commercial and public-sector agreements. As a trusted business partner, he helped build and maintain enterprise-wide integrity programs rooted in sound governance and pragmatic business alignment.

His insights into global business operations--particularly in the consumer, retail, government, and B2B technology sectors--give him a unique ability to guide companies through cross-border investigations, compliance matters, and reputational risk scenarios. He is particularly skilled at preemptive legal counseling to help clients anticipate and mitigate exposure before it escalates.

In addition to his legal practice, Pat is a dedicated educator and mentor. He serves as an Adjunct Instructor at Creighton University’s Heider College of Business, where he teaches Law for Business Leaders, a course designed to help the next generation of executives navigate legal and regulatory risk with confidence and foresight.
